Gujarat has unveiled a ₹100 crore, 10-year AI mission to train 50,000+ students, subsidize compute for MSMEs, and position the state as an artificial intelligence powerhouse.
The Government of Gujarat has formally unveiled a comprehensive ₹100 crore, 10-year Artificial Intelligence Roadmap, designed to transform the state into a premier national hub for AI research, startup incubation, and industrial automation. The multi-decade policy initiative outlines aggressive support mechanisms for training over 50,000 students in AI systems, providing subsidized cloud and GPU compute access for micro, small, and medium enterprises (MSMEs), and seeding high-potential deep-tech startups. The initiative positions Gujarat as one of the first states in India to codify long-term sovereign AI support directly integrated with its existing manufacturing, chemical, textile, and financial hubs across Ahmedabad, Sanand, Surat, and GIFT City.
Core Allocation and Strategic Pillars
The ₹100 crore state outlay is allocated across five targeted intervention pillars over the 10-year implementation horizon:
| Policy Pillar | Target Allocation (₹ Cr) | Primary Objective & Deliverables | | :--- | :--- | :--- | | GPU & Cloud Compute Grants | ₹30 Cr | 50% compute subsidy on certified cloud platforms for MSMEs and startups | | Academic AI Centers of Excellence | ₹25 Cr | Dedicated AI labs across premier state engineering colleges & universities | | Student Upskilling & Fellowships | ₹20 Cr | Hands-on certification for 50,000+ engineers in LLMs, MLOps, and Robotics | | Early-Stage AI Seed Fund | ₹15 Cr | Equity-free grants up to ₹25 lakh for early-stage generative AI & deep-tech startups | | GovTech & Public Delivery Sandboxes | ₹10 Cr | Deploying AI solutions for water management, agricultural forecasting, and smart grids |
Industrial AI: Modernizing the Manufacturing Backbone
Unlike traditional tech hubs that focus primarily on consumer software, Gujarat's AI mission emphasizes "Industrial AI"—applying computer vision, predictive maintenance, and robotic process automation to heavy industry, chemicals, and pharmaceuticals.
Gujarat has established an unassailable leadership in physical manufacturing and logistics. By infusing industrial operations with world-class artificial intelligence, we are ensuring our MSMEs remain globally competitive and highly automated, stated an official from the state Department of Science and Technology.

Key Initiatives for MSMEs and Founders:
1. Compute Vouchers: Startups and MSMEs can claim up to ₹10 lakh annually in subsidized GPU compute credits at GIFT City data centers. 2. AI Sandbox in GIFT City: A specialized regulatory sandbox for fintech AI applications, automated wealth management, and cross-border algorithmic trading. 3. University-Industry Linkages: Collaborations with institutions like IIT Gandhinagar and DA-IICT to solve high-impact industrial bottlenecks.
Competitive Federalism in Indian Technology
Gujarat's policy rollout reflects accelerating tech competition among Indian states, alongside Haryana's ₹147 crore startup incentive boost and Kerala's Forward Deployed AI Engineer Academy.
In parallel with academic milestones like IIM Lucknow's inaugural BS in AI, state-backed initiatives provide the foundation for India's next wave of deep-tech unicorns.
