Government Expands Startup Push Across Every Haryana District

New policy aims to simplify approvals and boost entrepreneurship beyond major cities.
In a major grassroots initiative to democratize entrepreneurship, the Government of Haryana has officially launched the expanded Haryana District Startup Policy 2026. Under the new mandate, state-of-the-art incubation centers, single-window clearance portals, and seed capital grants will be established in all 22 districts of Haryana, moving the state’s innovation epicenter beyond traditional hubs like Gurugram and Faridabad.
The initiative aims to nurture 5,000 new regional startups over the next three years, focusing on agritech, manufacturing, logistics, and renewable energy.

Bridging the Rural-Urban Innovation Divide
Historically, over 80% of Haryana's venture capital flowed into Gurugram. The new policy specifically targets talent in cities like Rohtak, Panipat, Kurukshetra, and Rewari, providing local university graduates with immediate access to venture mentors and IP registration subsidies.
"Innovation is not limited to metropolitan cities,"stated Haryana Minister of Industries & Commerce. "By building incubation infrastructure in every single district, we ensure that a young founder in Sirsa or Jind has the exact same resources as someone operating out of Cyber City."
Ecosystem Synergy
This decentralized startup push complements national initiatives like the Startup India Fund of Funds 2.0 and state-level startup summits across northern India, such as the Startup Summit in Kashmir.
