Karnataka Launches AI-Ready Computing Initiative (KEO): Inside the Hardware Bet Bringing Offline AI to Rural Classrooms and Farms
By Sanjay Patel | Published August 21, 2026
Karnataka unveils KEO, an open-source low-power computing device featuring the offline-capable BUDDH AI assistant, expanding computing access across rural schools, farmers, and small businesses.
BENGALURU — When a government school teacher in rural Kalaburagi or a smallholder farmer in Raichur tries to leverage modern artificial intelligence, the primary bottleneck is rarely software complexity. The real hurdle is far more fundamental: intermittent cellular connectivity, frequent rural power cuts, and expensive proprietary computer hardware. To solve this persistent digital divide at the hardware layer, the Government of Karnataka has officially launched KEO—an open-source, energy-efficient personal computing device engineered and assembled within the state. Unveiled by Minister for Information Technology, Biotechnology, and Rural Development Priyank Kharge, KEO is paired with BUDDH, a homegrown, edge-optimized AI learning assistant capable of operating entirely offline without an active internet connection.
The initiative represents one of India's first large-scale public deployments of sovereign edge computing, built specifically to take artificial intelligence out of urban tech corridors and deploy it directly into rural panchayats, residential schools, and agricultural cooperatives.

The KEO Engineering Blueprint: Low Power, Local Silicon, Zero Cloud Dependency
Most commercial AI educational initiatives rely heavily on high-bandwidth cloud APIs. In rural India, where broadband access remains inconsistent, that architectural assumption breaks down immediately.
KEO (Knowledge-driven, Economical, and Open-source) takes an inverted, edge-first approach. Powered by a low-TDP ARM64 system-on-chip with an integrated Neural Processing Unit (NPU), the device consumes just 12 watts of power—making it fully operable on modest solar battery microgrids.
The onboard BUDDH assistant runs a quantized, domain-tuned 3-billion-parameter language model trained on the Karnataka Department of State Educational Research and Training (DSERT) curriculum, regional agricultural extension data, and vernacular governance workflows.

Grassroots Impact: From Crop Damage Audits to Village Bookkeeping
During the launch, Minister Priyank Kharge stressed that KEO was not designed as an academic experiment, but as an everyday economic tool for Karnataka's agrarian workforce:
- Rapid AI Crop Loss Audits: During seasonal floods or severe drought spells, farmers can use the device’s camera to capture geotagged crop images. The local computer vision model analyzes lodging and leaf discoloration to generate an objective damage report, cutting insurance claim processing times from weeks to minutes. - Livestock Health & Yield Optimization: Provides localized veterinary diagnostic guides and feed formulation advice based on regional temperature and fodder availability. - Micro-Business Invoicing & Tax Compliance: Village merchants and women-led Self-Help Groups (SHGs) can run vernacular point-of-sale inventory tracking and generate GST-compliant invoices without recurring software subscription costs.
True technological leadership is not measured by how many luxury tech parks we build in Bengaluru, stated Minister Priyank Kharge. "It is measured by whether an ambitious student in a rural residential school or a farmer in a remote taluk can harness cutting-edge computing power without worrying about an internet outage or an expensive license fee. KEO proves that high-performance edge AI can be affordable, homegrown, and inclusive."

Karnataka's Expanding Frontier Tech Framework
The KEO rollout is part of a broader, well-funded policy ecosystem designed to anchor Karnataka as Asia's premier deeptech cluster:
1. Elevate Next Deep-Tech Grants: Doubling direct, non-dilutive grant capital for early-stage hardware startups to ₹1 crore per company. 2. Innovers Foundation: A dedicated public-private acceleration platform helping domestic deeptech ventures secure pilot contracts with European and North American enterprise buyers. 3. Nipuna Karnataka Skilling Initiative: A ₹300 crore capital commitment focused on training 100,000 engineers and technicians in AI engineering, advanced packaging, and IoT manufacturing. 4. India's First AI University: Active legislative preparation to establish a dedicated, research-centric state university focused exclusively on advanced artificial intelligence and sovereign computing.
These hardware initiatives connect closely with the state's emerging semiconductor and quantum manufacturing hubs, including the recently operational QpiAI Quantum Foundry in Bengaluru and regional policy shifts explored in our Gujarat & Karnataka Tech Corridor Analysis.
